RBY 251 has gone live! You can play it ALREADY!
GET STARTED
As you can imagine, this basically consists on all 251 GSC Pokemon in a RBY environment: RBY mechanics, moves, no items, no spc split... The metagame is meant to be the answer to the question: How would RBY look like if Pokemon up to #251 had existed in the first generation? 2. Open Pokemon Online and go to the team builder 3. Click Mods -> install new mod 4. Search the RBY 251 mod and open it (it's a .zip named RBY 251). It will likely be in your downloads folder. 5. Make a team and save it 6. Now you are ready to go battling! Go online and in advanced connection enter Mount Silver - 83.41.189.64:5080, or search for the server Mount Silver 7. Find someone to play and have fun!
Important info/notes
NFE Pokemon except Scyther have been removed to make room for the GSC Pokemon. It was not possible to keep them because only Pokemon numbered between 0 and 151 could be given a rby special stat. For this reason, GSC Pokemon have been merged with RBY pokemon. They have been sorted alphabetically between numbers 1 and 138. This means that the RBY 251 mod is not compatible with any other gen because Pokemon would have different index numbers. If you want to have RBY 251 and non RBY 251 teams loaded at the same time, it's advised that you open Pokemon Online twice, and use one for RBY 251 and the other for everything else. In fact, only the RBY 251 metagame can be played in the Mount Silver server. Due to a bug caused by legal combinations and compatibility, pre evo moves such as Beedrill's String Shot and Arcanine's Flamethrower have been merged with level up moves and they all show up as 'Level' in the team builder. In the RBY 251 mod, RBY (and GSC) Pokemon will show the correct special stat in the teambuilder instead of the special attack stat of the future gens.
Remember that signature moves of GSC Pokemon have been kept. This includes Aeroblast (Lugia), Sacred Fire (Ho-oh), Megahorn (Heracross), Sketch (Smeargle), Triple Kick (Hitmontop), Milk Drink (Miltank), Present (Delibird), and Spider Web (Ariados).

Info on how TM/HM moves have been chosen
First off, TM/HM moves available in RBY 251 are only the TMs/HMs available in RBY. Out of these 55 (50 TM + 5 HM), there are different cases (if a move satisfies 2 or more of the following critera, whichever criterion is first takes precedence): Moves learned by every Pokemon in RBY with the exceptions being only Caterpie, Kakuna, Magicarp etc. -> Every GSC Pokemon except Unown and Wobbuffet (and Smeargle who learns everything via Sketch aka level) learns them in RBY 251. Examples: Mimic, Rest. Moves that are also TMs/HMs in GSC -> If a Pokemon learns it in GSC, the Pokemon learns it in RBY 251. Examples: Fire Blast, Fly. Moves that can be learned by tutor in GSC -> If a Pokemon learns it in GSC, the Pokemon learns it in RBY 251. Examples: Ice Beam, Thunderbolt, Flamethrower. Moves that can be learned by TM/tutor in ADV -> If a Pokemon learns it in ADV, the Pokemon learns it in RBY 251. Examples: Counter, Body Slam, Sowrds Dance. (if a Pokemon can learn a move via breeding but can NOT learn it via TM/tutor, it does NOT learn it in RBY 251). Example: Mantine and Rock Slide (I can't remember more atm). There is a very small number of justified exceptions to these rules. Examples: Hitmontop and Rock Slide (the other hitmons don't learn it in RBY), Espeon/Umbreon and Cut (the other eons don't learn it in RBY). The main exception is Reflect, which has a much wider compatibility in RBY than in ADV, where it is a tutor move. Reflect and the moves that don't belong to any of the previous criteria have their compatibility chosen according to RBY trends. For example, only Pokemon that can stand in two legs learn Submission, and, like in RBY as well, Psychic and Psywave are learned by the same Pokemon, and the same for Water Gun and BubbleBeam. In addition, Mega Drain <-> Giga Drain, and Skull Bash <-> Headbutt, because of the very similar spread in GSC. Hopefully this has helped everybody interested in RBY 251 understand how it's exactly being made! For more information check the spreadsheet, which includes the special stat and the TM/HM moves of each Pokemon. For even more info, read the comments in the spreadsheet. The spreadsheet has been set to "view only" since everything is already done. We've been through this, you and I.  My main question is, how would it play out? I'm not doing the mod. =p (and I still disagree a bit about signature moves, but eh) Other than that, I'd like to play it.

Well, assuming Lugia, Ho-oh and Celebi are Ubers, Pokemon that would likely reach OU status are:
Meganium: A razor leafing swords dancer, like Venusaur and Victreebel, but without status, wrap, and the poision-typing. So no weakness to psychic and resists EQ. Could be OU. Oh, and gets EQ!
Quagsire: Twave immunity AND lack of Ice weakness. Strong STAB EQ. Walls electrics. Blizzard does some damage to Exeggutor. Body Slam can paralyze Starmie and EQ does around 40% to it.
Steelix: Much like Quagsire, immune to Twave and neutral to ice. God defense so even takes unstabbed eqs well. STAB EQ and gets Explosion. Not much else to do against Egg though. Resists Psychic though, which is huge.
Heracross: If it gets Megahorn, it can be deadly. It should get 40 special imo, to keep it consistent with scyther and pinsir and because otherwise it would have a ridiculous, almost legendary like BTS. Megahorn would ohko psychics and 2hko most other things, although stab psychic koes it back. Submission can 2hko rocks, snorlax and ursaring, and gets bslam for paralysis and zapdos. Also EQ.
Ursaring: Probably the best Pokemon in the metagame. Stab slash coming from 358 attack would pretty much 2hko anything that doesn't resist it unless one doesn't crit due to ursaring's 55 base speed. EQ for rocks and steels. Specially bulkier than Tauros, almost the same physically.
Piloswine: Quagsire-like, but gets STAB in Blizzard and has slightly better stats overall. Weak to Surf however.
Donphan: A very strong mono-ground type. Can exchange physical hits well. Stuck against Exeggutor. Probably a bottom OU.
Porygon2: A normal-type recoverer with very good stats. Gets Twave and boltbeam, but double-edge is its best normal-type move. Gets Sharpen too, might work...
Smeargle: Have fun. Probably wouldn't reach OU though.
Miltank: The most physically bulky normal-type recoverer. To keep it consistent with Tauros, miltank's spc stat would be 70, which is not bad alongside a 95 hp stat. It's offense also comes from the physcial side, learning BSlam and EQ.
Blissey: Chansey with 135 spc and slightly bulkier? Fuck yea. Would probably battle Ursaring, Snorlax and Tauros for the top spot. Fun fact: Fire Blast ohkoes 40 spc heracross.
Tyranitar: The non-ground rock type. Great stat distribution. Doesn't get STAB on EQ, but Rock slide comes from 366 attack, and more importantly, gets boltbeam from a good 288 spc stat. Also forgot to say that it's immune to Psychic!

How he can be there?
Special: 230 (Shuckle doesn't have special attacks, Hidden Power is not available on RBY)
Level Up Moves Compatibility: Everything is compatible, except Safeguard and Encore (moves introduced on the Gen. II). Apart from those, he does learn Constrict, Withdraw, Wrap, Bide, and Rest.
TM Compatibility:
TM06 Toxic TM26 Earthquake TM27 Fissure (Kinda similar to Earthquake and Dig, why not?) TM28 Dig TM32 Double Team TM34 Bide (He does learn it via Level Up) TM44 Rest TM48 Rock Slide (Can learn it with the TM80 of the Gen. IV) TM50 Substitute (Can learn it with the TM90 of the Gen. IV) HM04 Strength HM05 Flash
If OHKO moves are allowed, just Fissure until you K.O something. If evasion moves are allowed, just use Double Team + Rest + Toxic until your opponent is helpess to break you at all. If Wrap moves are allowed, Wrap is not a bad idea to hit a free switch. Otherwise, Toxic + Dig + Rock Slide + Rest seems ok, just Toxic everything without Recover, then use Dig for buy turns and deal some damage to Poisons and Steels, Rock Slide flyers as you will still deal more damage to them than then can deal to you, and Rest when you're near the K.O range of something. Earthquake can be used on place of Dig if you're fearing to give free turns and switchs, Flash is there for annoy and force switches with the standar clauses, Bide for checkmate a reduced team, Withdraw to stop in cold any Rock pal on it's ride, Strength for some laughs, and Constrict for major laughs.
I'm seen Shuckle as an OK anti-normal-types; doesn't care about Body Slam paralyze, laughs at the damage of underpowered special attacks not named Surf (and even some Surfs), is just inmortal against Sludge, Body Slam, Double-Edge, and even Hyper Beam and Explosion, so, normal-type pals can't just break him, or heal at all. They can aim for the freeze with Ice Beam, but Shuckle will just Toxic them and Dig, forcing Snorlax to Rest or Explode earlier, Chansey to heal herself offen and switch-out earlier, and the others can't do too much apart from switching out when he Dig. And he can even just sleep to heal himself, as he'll most probably awake with a good bunch of HP. Apart from countering Normal-types, he can also just absorb the sleep, as he doesn't mind too much it at all, switch-in on Explosions and Hyper Beams without trouble and Toxic or Rock Slide for some of damage, and being able to basically sponge and counter any non-strong attacker without Surf/Hydro Pump (oh, yeah, he can stop any Wrap sweep, anyway, as he's not having damage at all, and can just resist over 100 turns of Wrap and Rest at some point without trouble).
Anyway, he may be not OU, anyway, as Toxic is not a very good friend of the usual Paralyze, and he can't do too much against Recover users; yes, he can Toxic them, but that will not stop them from just switching out and healing each some turns per switch. He's not helpess against Poison as he can just beat them with Dig, and the same goes against Magneton (if he does have it's Steel Type), but he could be totally helpess against Skarmory or Steelix if they conserve it's Steel-type, and I'm seen them future then. He can't do too much against Rest users, too, but that's not a problem at all as Rest is really rare on RBY, and if that happens, nothing stop you from there from switching-out or Rest alongside. And, oh, yeah, he's weak to almost any Water-type Pokémon, yeah, he can Toxic them, but he's unnable to tank their hits or stop them from doing whatever they may want (Slowbro using Amnesia, Starmie just beating him and paralyze the switch). But I'm still seen him some future if that happens. Oh, yeah, he can't do nothing against any user of sleep moves, too, as they will just Sleep him again, again, and again), but that's a problem shared for every slow Pokémon that is used without the Sleep Clause activated.

I have to say that 230 special is completely anti-logical to me. Even if it doesn't get special attacks, having 74 more base special than Mewtwo just wouldn't make sense, and Nintendo programmers wouldn't have done that. It probably would get 120, but, aesthetically, I'd be happier with just 10.
Shuckle is just really weak anyway. Even worse than in real GSC mind you... Even if it got 230 special, it still won't be able to do anything to any pokemon with recover anyway, so even if it takes long to kill shuckle, it wouldn't have done anything in return. And you know, toxicing a recover user just hurts yourself... It's a bit like Skarmory; in GSC it contributes to a stall team, but with the rby mechanics it's just dead weight. On a Pokemon unable to do anything resting for the sake of resting won't work, you know. Your opponent would just sit there and stall you out. At best you might be able to force a draw with a team like that, assuming you 100% wall your opponent's team. But with the rby mechanics, there is basically always a way.

Shuckle can have 230 Special, not giving it any attacks to run off it balances it, even if it seems awkward to have more Special than Mewtwo. Give it 10 and it isn't Shuckle, give it 120 and you're fudging stats.

I don't think Nintendo would've given it 230 special despite not getting special attacks. Special refers to attack as well after all, and shuckle just doesn't look like that. Also look at it this way, with 230 special it would get a BTS of 495, just 5 less than Mew, and 15 more than Gyarados. The point of this is not to make something akin to rbyplus (think 200+ special onix) where pokemon get ridiculous stats because it's made with only the metagame in mind (not to disrespect RBYPlus, I like it, just saying it's a different concept). 230 special Shuckle just isn't logical. My aim is to make a logical RBY metagame if had it been made with all 251 pokemon initially.

Just look at Chansey: She had before the split 105 of Special, and later 30 of Special Attack and 105 of Special Defense, and she even have special attacks! Also, just look at Cloyster: he's far from the BST of the Legendary Trios on GSC and foward, and on RBY he's just 20BST points less powerful than Mew!
So, I'm not seen why Shuckle could not have 230 Special if he's not even having an special attack, and flavor wise; he's not Shuckle with 10 of special. Anyway, with the 230 of Special Shuckle could be a lot better than on GSC, on GSC he's near to useless because everyone had Leafovers and the great majority RestTalking, so, Shuckle is just unnable to deal damage at all, because their opponents can just heal it's damage each turn, but on RBY, the unique ways to heal the damage are Recover (who doesn't had eternal PP), and Rest; not too much things can try to Rest on RBY, as the half of the time you'll not awake again, and Recover, well, we just have 7 users; Alakazam, Corsola, Porygon2, Smeargle, Starmie, Chansey, Miltank (if signature moves are on), and usually, a RBY team will just have 1-2 users of recover per game, yes, like I said, Shuckle can't do too much against them, well, at least against Alakazam, Corsola, and Starmie, as he doesn't have problem with Chansey, Miltank, and Porygon2 at all, and Smeargle is Smeargle. In other words, if you beat or force Recover users to heal each turn in a way or other, and beat the Steel-type who laugh with Dig and Water-type pals, you can even sweep a team with Shuckle, or well, even if you don't, he's still doing it's job as Anti-Normal, Golem/Rhydon are OU, too, and they are helpess against Recover users and Water-type pals, anyway.

I think you are inevitably biased towards making shuckle viable instead of making it suck. I'm trying to be impartial in this sense, and from an impartial standpoint 230 special is completely illogical...
In general, the rule is that physical pokemon get the lowest stat and special pokemon the highest stat, since this is what happens for basically around 95% of the cases of rby pokemon.

But Chansey can be an exception because we all love Chansey and she deserve 70+ of base attack even when she's from a physical type, and of course, that rules doesn't aply to the 95% of cases, as you have special Pokémon like Mr. Mime getting the lower stat, and physical getting the higgest stat, it doesn't follow a rule at all, they just did split the special as they seen how could fit better the split for each Pokémon (for example, Alakazam is know for being an aggresive special attacker, thus, he mantained it's special attack on the split, while Mr. Mime is know for being a "Barrier" Pokémon, thus, he winned some special defense in the split). I don't care if Shuckle could or not be viable, but I do care that the special fusion is properly did, and Shuckle is a dual tank Pokémon without direct attacks at all, he was not intended like Steelix to being a purely physical tank.
Some examples:
Physical Pokémon = More Base Stat on it's physical defense and attack than in special defense and attack. Special Pokémon = More Base Stat on it's special defense and attack than in physical defense and attack. Balanced Pokémon = Without a difference of 10 or higher on both sides.
Alternative, the Physical/Special split can be determined by only it's attack stat, those who doesn't had higher attack than special attack (difference to being higher: 10 or more) and stuff will be marked in italics. I'm not incluiding Pokémon with a higher attack than the other, but with a highest special defense than defense by a good margin (like Flareon), so, the list can be higher if we use that.
- Charmander/Charmeleon/Charizard are special Pokémon who used it's low special on the fusion. - Sandsdrew/Sandslash are physical Pokémon who conserved it's higher special. - Clefairy/Clefable are special Pokémon who conserved it's lowest special. - Zubat/Golbat are physical Pokémon who conserved it's highest special. - Paras/Parasect are physical Pokémon who conserved it's highest special. - Dugtrio is a physical Pokémon who conserved it's highest special. - Psyduck/Golduck are special Pokémon who conserved it's lowest special. - Bellsprout/Weepinbell/Victreebel are physical Pokémon who conserved it's highest special. - Shellder/Cloyster are physical Pokémon who conserved it's highest special. - Koffing/Weezing are physical Pokémon who conserved it's highest special. - Tangela is a physical Pokémon who conserved it's highest special. - Goldeen/Seaking are physical Pokémon who conserved it's highest special. - Mr. Mime is a special Pokémon who conserved it's lowest special. - Jynx is a special Pokémon who conserved it's lowest special. - Electabuzz/Magmar are special Pokémon who conserved it's lowest special. - Magikarp/Gyarados are physical Pokémon who conserved it's highest special. - Porygon is a special Pokémon who conserved it's lowest special.
31 Pokémon in total, from 151, and 43 of the 151 have same special attack and defense. 31 + 43 = 74. 151 - 74 = 77. 77 / 151 x 100 = 51%. And of that 51%, there are some others with highest attack than special attack who had difference with the split that I din't counted, so, it's less than the 50%, and thus, it's barely a majority, or an exactly archetype.
"Shuckle can't have it's original special because it could surprass Mewtwo!" <- Hi? Mewtwo's HP, Attack, Defense, and Speed are already surpassed on RBY, so, why a thing like Shuckle can't surpass it's special and more when it doesn't have special attacks? Mewtwo's power is the fact that he have an insane combination of moves, type, and BST stats, not just the "greater special".

Actually my bad. Meant pokemon with a defining physical or special type. That cuts the number of exceptions, especially if you take out specific examples such as starters and ,Jynx/Magmar/Buzz (if you look at it, Magmar/buzz got a higher spa in gsc, but this was necessary to balance things out with Jynx, since the three got a stat of 95).
Also, yeah, I can make the mod myself, what I don't know is that, once the mod is made, what the PO community exactly has to do, because, for example, RBYPlus hasn't been implemented and the mod has been made for a year I think.
Onto specific cases:
Dugtrio/Sandslash could apply to Donphan, but, you know, Donpah nand Phanpy have SpA=SpD Zubat/Golbat applies to Crobat Paras(ect)/Venomoth apples maybe to Ariados/Ledian (no difference for ariados) Psyduck/Golduck is the only water-type that breaks the rule among many others that don't so since it doesn't have direct connection to any gsc pokemon I guess it wouldn't apply to anything. Tauros applies to Miltank

I tend to agree with Nyara in this.
For what needs to be done after the mod is done: Get a server, install the mod, play the mod. RBYPlus failed at step one. The main server is NOT an alternative, so do not ask.

Just letting you guys know I'm done with the moves (8 in total: Sketch, Triple kick, Spider Web, Aeroblast, Milk Drink, Present, Sacred Fire, Megahorn). It was surprisingly easy and quick, less than an hour!; it was basically just copypasting everything of these eight moves from gen 2. Now the Pokemon is the hard part though... Also Isa, something tells me you are biased towards Plus' Onix!  I completely disagreed with the special you guys gave to Onix and Shuckle's case is pretty much the same story...

When I joined RBY2K10 all Pokémon already had their main idea set. The only thing I contributed to, bar stat tweaking, was the design of Bubblebeam. Don't blame me for Onix if you do not like it. ;p

Progress so far: 1.Signature moves: Done 2.RBY Pokemon: Done //I had to do some small work here, since I have to work cping stuff from both gen 1 and gen 2 files 3.GSC Pokemon: 3.1.Level up moves: Moves that did not exist in RBY have to be removed (currently, the file is the same as the equivalent gen 2 file) 3.2.TM/HM moves: TM/HM moves from GSC have been totaly removed already. Now we have to give GSC Pokemon the moves that they will be able to learn from RBY TM/HMs 3.3. Pre-evo moves: Same as 3.1 3.4. Special moves: There are no such moves in any GSC Pokemon, since they all come from GSC special events. 3.5. Special Stat: To be done 4. Sprites: Kind of done, however, I don't know how to implement GSC sprites for 1-151 Pokemon, and currently, it shows Yellow sprites for the first 151 Pokemon, and GSC sprites for pokemon from 152 to 251. Say, that's how Bellosom looks like atm:  So what's left to be done? Remove incompatible moves from the level up and pre evo files (like Bellosom's Sweet Cent and Moonlight, for instance). Special Stat of 151+ Pokemon RBY TM/HMs compatibility for 151+ Pokemon Sprites issue FIND SOMEWHERE TO PLAY So... anybody willing to help?

I can look for 151-250 Pokémon sprites with the RBY style if necessary, something like that should have be done already, or I can make them someday, anyway, I'm spriter. About the moves, I can give a hand like a I did with Shuckle, using the same format for each Pokémon, and about the special, the same, I can suggest a special for each Pokémon and we discuss if that special seems ok or not. I cannot implement nothing because I don't know nothing about mods, but I can make the lists and stuff like I said earlier.

The thing is that, for some reason, although I have saved the gsc sprites zip file in the rby folder after removing the rby sprites zip file, pokemon up to 151 still show like in rby (I guess it's just the default). I haven't thought much about making custom sprites; what I meant is that it's just an esthetical issue that some sprites look like in rby and others look like in gsc, so my aim was to make them all look like in gsc. As for RBY devamps, I just know about these ones: www.plixup.com/pics_core2/1288231694267Devamps.png. But personally, I'm ok with 251 gsc sprites unless someone else does the work... Also, yeah, that was my point: make the special stat and the HM/TM compatibility between many people, discuss stuff, and for conflictive cases, try to find the option that makes more sense and looks more logical to us. P.S Shuckle still gets Mimic since every Pokemon in RBY gets it. That counts as a potential special attack i guess. But you know, before all else, 230 special Shuckle looks totally illogical to me...

Updates on GSC Pokemon: Level up moves that did not exist in RBY have been removed. Every pre-evo move that comes from breeding or NYPC have also been removed. Thus, only evolved Pokemon that don't learn every move learned by it's previous stage via leveling up keep some pre-evo moves. These Pokemon are Bellosom, Politoed, Espeon, Umbreon, Slowking, Scizor, Porygon2 and Hitmontop.  This means that once the special stat and TM/HM moves are implemented the mod would be finished! You can download the updated mod clicking in the link you can see in the first post, so you can see the progress so far and how things look like. It would also be nice if someone bothers to give everything a quick check; I have tried to put a lot of concentration to avoid making mistakes but I obviously can't guarantee it 100%.
